Julie Champagne

Julie Champagne brings more than 30 years of leadership, business, and risk management experience spanning operational and financial auditing, management consulting, strategic business planning, enterprise risk management, and, in recent years, information and data governance, security, and organizational resilience, across both the public and private sectors. She served as Managing Director, Corporate Services at the Bank from March 2018 to April 2026, a role that evolved over her tenure to include accountability for security, data, facilities management, and business continuity functions, before retiring from the Bank in August 2026 following a period in an advisory capacity.

This breadth of experience gives her particular strength in areas of growing importance to board oversight, including security, organizational resilience, risk management, and data.

Prior to joining the Bank in 2009, Ms. Champagne held audit, risk, and consulting roles at Export Development Canada and Deloitte. She joined the Bank in 2009 as Deputy Managing Director of Internal Audit and was appointed Chief Internal Auditor in 2012, a role in which she transformed the audit function and aligned it with the Board’s evolving requirements for stronger governance, insight, and foresight. She was also active in the internal audit profession, having served on the Canadian Board and on the Global Standards Committee for Financial Institutions.

A native of Sudbury, Ontario, Ms. Champagne holds a Bachelor of Commerce (Honours) degree from Laurentian University. She is a Fellow Chartered Professional Accountant (FCPA, FCA) and a Certified Internal Auditor (CIA), and took part in the inaugural ELCI program at Rogers Cybersecure Catalyst/Toronto Metropolitan University. She continues to apply her governance, assurance and risk expertise through board service and mentorship.
